Delhi Borewell Drilling guidelines

Before drilling a borewell in Delhi, it is important to adhere to certain rules and regulations to ensure the safety and sustainability of groundwater resources. Here are some important guidelines to follow:

1. Obtain Permission:
Prior permission must be obtained from the concerned authority before drilling a borewell in Delhi. The authority responsible for granting permission may vary depending on the location within Delhi, such as the Municipal Corporation or the Delhi Jal Board. Contact the appropriate authority to understand the application process and requirements.
2. Minimum Distance:
Borewells should be drilled at a minimum distance of 9 meters from any septic tank, soak pit, or other sources of contamination. This helps prevent groundwater contamination and maintains the quality of the water source.
3. Depth and Diameter:
The depth and diameter of the borewell should be as per the guidelines provided by the authority. These guidelines may vary based on factors such as the location and purpose of the borewell. Adhering to the specified dimensions ensures the optimal utilization of groundwater resources.
4. Registered Drilling Agency:
It is essential to engage a registered and licensed drilling agency to carry out the borewell drilling. Registered drilling agencies possess the necessary expertise and equipment to ensure safe and efficient drilling operations.
5. Borewell Capping:
After drilling is completed, the borewell must be properly capped and sealed. This prevents unauthorized access, accidents, and contamination of groundwater. The capping mechanism should comply with the standards and guidelines set by the authority.
6. Rainwater Harvesting:
It is encouraged to integrate rainwater harvesting systems with borewells in Delhi. This involves capturing and channeling rainwater into the borewell, which helps recharge the groundwater table and conserves water resources.
7. Compliance with Local Regulations:
It is important to comply with any additional regulations or guidelines specific to the location or authority overseeing borewell drilling in Delhi. This may include submission of necessary documents, payment of fees, and adherence to safety measures.

Apply In-Person:
1. Visit the Municipal Corporation/Village Panchayat office of your area. You can find the address and contact details on the following websites:

2. Obtain the application form for Registration of Tube Wells or Borewells from the relevant department at the office.
3. Fill out the application form with all the essential information and details. Make sure to sign the form, attesting your signature.
4. Attach all the required documents listed in the “Required Documents” section of the page.
5. Submit the completed application form and attached documents to the relevant authority at the office.
6. Pay the required fees for the application process as directed by the officials. Collect the acknowledgement slip for the paid fee and keep it safe for future reference.
7. The application and attached documents will undergo verification to check for any discrepancies.
8. Once all the processes are completed, the concerned officials will approve the application and proceed with the registration process. Please note that the registration process may take up to 30 days.
9. Once the registration document is ready to be collected, the office will contact you at the given address. You can collect the document in person or through any applicable means.

Apply Online:
1. Visit the Central Ground WaterAuthority (CGWA) website. Link
2. On the homepage, click on the “Online Application for NOC” link.
3. Select “New User Registration” and fill out the “User Registration” form.
4. During the registration process, an OTP (One Time Password) will be sent to your mobile for verification. Enter the OTP to verify your mobile number.
5. Complete the rest of the page and click on “Proceed” to finalize the registration process.
6. Return to the homepage and click on “Applicant Login”. Enter your User Name and password, then click on the “Login” button.
7. After logging in, click on “Apply” and choose the appropriate “New Application form for Industrial/Infrastructure/Mining application” option.
8. Fill out all the sections of the form and click on “Save as Draft” for each section.
9. Upload the required documents in the respective tabs. Please note that you should attach a scanned copy of the application with your signature and seal at the “Application with Signature and Seal” section before final submission.
10. Click on the “Submit” button on the “Final Submit” form.
11. After a successful submission, an application number will be generated. The application will be automatically forwarded to the respective offices, and there is no need to send a hard copy of the application.
12. Please note that once the application is submitted, it cannot be edited. To track the status of your application, select the “Track your Application” link on the homepage. Click on “View” in the Status Column for the relevant application number to view the status of the submitted application.

● Verification report
● Sketch map of the proposed area signed by the Revenue Inspector
● No objection certificate from neighboring residents (if necessary)
● Patta or sales deed of the land
● Payment receipt
