Meghalaya Borewell Drilling guidelines
1. Obtain Permission: Prior permission is required from the concerned authorities before drilling a borewell in Meghalaya. Contact the Meghalaya Water Resource Department or the relevant agency responsible for granting permission to initiate the process.
2. Application Submission: Visit the office of the Meghalaya Water Resource Department or the designated agency and obtain the application form for borewell drilling. Fill out the form with accurate and complete information.
3. Required Documents: Prepare the necessary documents required for the application process. The typical documents may include:
● Identity proof of the applicant (e.g., Aadhaar card, voter ID, passport)
● Proof of address (e.g., electricity bill, water bill, property tax receipt)
● Site plan indicating the proposed location of the borewell
● Land ownership documents (e.g., land sale deed, lease agreement)
● No objection certificate (NOC) from the neighboring residents, if applicable
● Any other supporting documents specified by the authorities
4. Fee Payment: Pay the required fees for the borewell drilling application process. The fee amount and payment procedure will be provided by the authorities. Obtain a receipt as proof of payment.
5. Submission and Verification: Submit the completed application form along with the supporting documents to the Meghalaya Water Resource Department or the designated agency. The authorities will verify the application and documents for accuracy and compliance with regulations.
6. Inspection and Approval: After the verification process, the department may conduct a site inspection to assess the feasibility and compliance of the proposed borewell. Once the inspection is complete and the application is found to be satisfactory, the authorities will grant the necessary approval.
7. Borewell Construction: Engage a licensed and experienced borewell drilling contractor to carry out the drilling process. Ensure that the contractor follows all safety guidelines and regulations during construction.
8. Compliance with Guidelines: Adhere to the guidelines and regulations specified by the authorities regarding the depth, diameter, casing, and sealing of the borewell. These guidelines are in place to ensure the sustainability and proper functioning of the borewell.
9. Monitoring and Maintenance: Regularly monitor the borewell and perform necessary maintenance to ensure its optimal performance. Keep records of maintenance activities and inspections.
10. Reporting: Inform the Meghalaya Water Resource Department or the designated agency about the completion of the borewell drilling process and provide any required reports or documentation as requested.
Procedure for registering tube wells or borewells in Meghalaya:
Apply In-Person:
1. Visit the Municipal Corporation or Village Panchayat office in your area to register tube wells or borewells. You can find the address and contact details of the head office on the following websites:

2. Obtain the application form for the Registration of Tube wells or Bore wells from the relevant department at the office.
3. Fill out the application form with all the necessary information and details. Make sure to sign the form attesting to its accuracy.
4. Attach all the required documents listed in the “Required Documents” section of the application form.
5. Submit the completed application form and attached documents to the relevant authority at the office. Pay the required fees for the application process as directed by the officials. Collect the acknowledgment slip for the paid fee and keep it safe for future reference.
6. The application and attached documents will undergo a verification process to check for any discrepancies.
7. Once all the necessary processes are completed, the concerned officials will approve the application and proceed with the registration process. The registration process may take approximately 30 days.
8. Once the registration document is ready, the office will contact you at the given address to collect it in person or through any applicable means.
Apply Online:
1. Visit the Central Ground Water Authority (CGWA) website and click on the “Online Application for NOC” link on the home page. Link
2. Complete the “User Registration” form, which includes providing your personal details. During the registration process, an OTP (One Time Password) will be sent to your mobile number for verification.
3. Fill out the rest of the page and click on “Proceed” to complete the registration process.
4. Return to the homepage and click on “Applicant Login.” Enter your username and password, then click on the “Login” button.
5. After logging in, click on “Apply” and select the appropriate “New Application form for Industrial/ Infrastructure/ Mining application” option.
6. Fill out all the sections of the form and click on “Save as Draft” for each section to save your progress.
7. Upload the required documents in the respective tabs. Ensure that you attach a scanned copy of the application form with your signature and seal in the “Application with Signature and Seal” section before final submission.
8. Click on the “Submit” button on the “Final Submit” form. After successful submission, an application number will be generated.
9. The application will be automatically forwarded to the respective offices. There is no need to send a hard copy of the application.
10. To track the status of your application, visit the CGWA website and select the “Track your Application” link on the homepage. Click on “View” in the Status Column for the required application number to check the status of the submitted application.
